Eli Robbins is a Partner in the Baltimore office of Harrison Law Group.
Since joining the firm, Eli has represented owners, general contractors, subcontractors, and materialmen on issues involving acceleration, resequencing, impact and delay claims, actual and constructive suspensions of work, terminations for default and convenience, change order, extra work, overtime, and force account disputes, requests for equitable adjustments, payment and performance bond claims, mechanics’ liens, insurance claims and disputes, prompt payment and conditional payment disputes, bankruptcy issues, and commercial collection issues. Eli has represented clients before mediators, arbitration panels, the Maryland State Board of Contract Appeals, Maryland District and Circuit Courts, the Superior Court for the District of Columbia, the Court of Common Pleas for the Commonwealth of Pennsylvania (pro hac vice), the United States District Court for the District of Maryland, the United States District Court for the Eastern District of Virginia (pro hac vice), the United States Bankruptcy Court for the District of Maryland, the United States Bankruptcy Court for the Western District of North Carolina (pro hac vice), and the United States Court of Federal Claims.
Eli has been involved in a variety of construction projects ranging from hospitals, assisted living facilities, airports, colleges and universities, public and private schools, mass transportation, high-rise hotels and resorts, multi-family housing, commercial office buildings, retail complexes, churches, restaurants, recreation and entertainment centers, and baseball stadiums, to highways, military installations and federal/state government projects, parking garages, fiber optic and underground utility networks, and sewer and waste management systems.

Eli attended law school at the University of Baltimore, and received his law degree, with honors, in 1998. Eli also received dual Certificates of Concentration in Business Law and Public Interest Law. After law school, Eli worked at Levin & Gann, P.A., where his practice focused on representing corporate and business clients in complex commercial litigation matters in state and federal courts. In 2001, Eli joined Harrison Law Group where his practice is focused on the myriad of issues comprising the fields of commercial law and construction litigation.
Eli is also active in the field of construction and surety law, and is a member of the Maryland State Bar and the Bar of the District of Columbia, as well as the Bars of the United States District Court for the District of Maryland and the United States Court of Federal Claims. In addition, Eli is a member of the Maryland State Bar Association and its Construction Law Section. Eli is a co-author of the Contract Terminations chapter in the Maryland Construction Law Deskbook, published by the Construction Law Section of the Maryland State Bar Association, and is a member of the faculty for the Maryland Construction Law CLE Seminar presented by the Maryland State Bar Association.
Eli is married and has two sons. He is very active in civic and communal affairs and serves as the Vice President of the Board of Directors of the Heather Ridge Condominium Association. Eli is also a member of the boards of directors of the Talmudical Academy of Baltimore, and Congregation Shomrei Emunah.
